The changes to the point allocation for the second round - first choice comes at a great risk for party hunters looking to manage their long term hunting goals and points.
For example, if a group is unsuccessful in Round 1, to have a chance at hunting that year, generally, the entire group would apply again in Round 2 for all three choices to better their chance of hunting this year. Most groups are only looking for one tag, but would increase their chances to get this tag by all applying in Round 2 for all three choices.
In the event all or some members of the party are individually successful in Round 2 Choice 1, they will then all lose their points whether they elect to purchase the tags or not. This system could cripple a party for many years if their points are all consumed, though they are only looking for one tag.
Perhaps consideration should be given to a "Party Code" (similar to the old system), that would allow multiple hunters in a group to apply to Round 2 (all choices), but then only take the points of the highest points holder in the group for the tag (accepted or not).
Unless, alternatively, your intent is such that the group is to discuss amongst themselves to determine who has the highest points bank, and then that person would be the selected applicant for Round 2 Choice 1, and everyone else in the group only applies for Round 2 Choice 2 & 3. If this is the case/intention this should be clearly relayed to hunters as not everyone would clue in on this.
