I don't feel that "Any hunter awarded a tag based on their first choice in the ‘second chance allocation’ will forfeit their points, whether or not they decide to claim the tag" is fair or necessary when you are forced to claim the tag by a deadline now. I agree with having to claim the tag by a deadline and if not claimed the tag can be awarded still.
I know multiple groups apply in multiple areas 2nd draw just hoping to get a tag to go hunting, we have prefered areas to go to but will go wherever if necessary. It sucks that we may get 2 tags in very different locations and can't hunt both. We have paid into this system for a lot of years to just lose points trying to get a tag.
My groups vote is to only proceed with point 2 & 3 of the proposal.
