The first step should be a thorough inventory of the huntable population. The second step should be trying as hard as possible to get first nations on board with accurate harvesting numbers. The third step should be clamping down on the metis scam we all know is rampant and extremely damaging to the population.
Take the natives to court if you have to. Traditional treaty rights never included outboard motors, atvs, pickup trucks and campers. If they wanna hunt with today's technology then hunt according to today's regulations.
Make the purchasing option (proposal #3) once every X number of years so it's not always the guys with the fastest internet and fattest wallet getting the unclaimed tags.
I'd also suggest further limiting the number of cows being harvested along with rules forbidding taking cows with calves similar to the bear hunt. If we want to grow the population and provide more opportunities, the main focus should be on the native harvest. Conservation officers and biologists should take a drive up hwy 144, turn right at Benny and count the number of natives slaughtering the area's herd in September.
