The allocation process should move the dates when ones learns if they are successful earlier in the year as hunters that go through an outfitter must put a deposit down to reserve their place usually around December for hunting the following year. In most cases the deposits are non refundable, so waiting until August to find out if one is successful is far too long and basically ensures the loss of deposit as the outfitters do not want a camp left unbooked and will in most cases not refund a deposit unless someone else books the camp. The deposits are usually around $500.00. In regards to tags going to a second draw allocation, it is very difficult to determine what to do, as there are always circumstances that arrive the prevent one from hunting, e.g. illness, family situations, job loss. Hopefully the new system will be fair to all.
