It is not an undue burden to expect proponents to do their due diligence and reapply for a permit before it expires or when there is a change of ownership any more than it is an undue burden on Ontarians to keep our driver’s licenses valid and up to date. Water is one of Ontarios most precious resources, if a proponent fails to do their due diligence with the relatively simple task of keeping their permit up to date then how can we trust them to do their due diligence in the other parts of their operation?

Allowing proponents to operate for up to a year without first obtaining a new full valid permit sets a dangerous precedent that undermines proper regulatory oversight. For this reason I strongly oppose this proposal.
