This is such a bad idea and assumes that environments are all the same without requiring the demands of nuanced, local watershed knowledge. This means there will be a gap in knowledge, slow response and ignorance of how time sensitive day to day response is. I imagine this government envisions cost decreases by doing this. Here's the reality. You're not going to save any money. What will end up happening is the money will end by spent by lack of timely response. You're also downloading responsibilities to municipalities, raising the tax burden on municipal taxes because those municipalities will need to pay for the addition of those costs somehow. Municipal land taxes that are not based on income level like provincial and federal income taxes. This creates more burden on people. You're impacting local decision making and raises questions about provincial accountability. You have not provided any details about the nuts and bolts of this proposal suggesting it's a slip shod, throw everything on the wall to see what sticks mentality. There are real questions about the governance. This is not acceptable.
