i feel that this proposal is a big mistake. How can any one governing body cover so much area and still have a understanding of each existing conservation area. We have seen it so many times in the past when small areas are governed by one large organization the small ones loose out. If you not close to what is happening how do you really know what is going on (flooding for example). If you want a more fluent process and knowledge for each conservation authority, then train staff do not amalgamate them.
How can a large governing body make anything faster, unless they are just pushing things through without theral investigation. I feel this massing amalgamation is a bad idea, if you must amalgamate at least consider joining only two or three small areas into one not from 36 to 7.
