It is true there is a wide variation in technical capacity at CA's that can sometimes impede sound decision making but this only because the province has substantively under funded the CA's for more than 25 years when the pulled a shared funding mode with municipalities. And gutted there on Ministry that provided oversight at the same time. Go ahead, create the new agency but for goodness sake fund the CA's. The watershed model works extremely well. Amalgamation is certainly needed in some cases but creating seven regional CA's is overkill.
FYI - CA's do not impede development or slow down the process. They meet the approval timelines the province itself set in well over 90% of the time. Solve the above problem and that number will only go up.
I see this as a round about attack on municipalities (CA Board Members) who are the real target and cause of the red tape issues perceived by the province.
