I think there should be a requirement for all of these types of facilities to hold an Environmental impairment liability policy to ensure if any harm is done, or any nuisance or negligence occurs as a result of the operation of the facility (whatever the facility may be) impacted parties have the ability to recover something in return from being massively inconvenienced by the operation of these facilities.
