I would recommend that you do not make any changes to the current system you currently have. In the past 2 - 3 years that I have been allocated a adult tag during the second allocation, I have had ongoing personal work related issues which interfered with me going moose hunting during the fall season of that year. The only thing that had save my 18 points was the opportunity that I did not purchase my adult tag during those year which has saved me my points during the second allocation.

In addition to this I only hunt with one other person. If this person is not able to go hunting during the upcoming season, than I dont go, and I will stand to lose all of my points under your new proposed changes. I will then be done moose hunting for a while, and maybe forever.

With all the unlawful moose harvests that occur each year not to mention the aboriginal harvest of moose whether lawful or un lawful you should not be concerned about unclaimed adult moose tags that are not made available to moose hunters who did have sufficient points to be allocated an adult tag. Unclaimed adult tags can only benefit the moose population in the upcoming year and not have any negative impacts on the moose population.

If you are concerned about the reduced hunting opportunity that these unclaimed tags have for moose hunters you should take into consideration your new paper licence system which can be printed off on your computer and than photocopied numerous time which provides increased hunting opportunities for certain individuals in certain locations and probably makes up for those adult tag allocations that
you see as not being available to moose hunters.
