You need to understand that most of us hunt in groups , if the group doesn’t get a tag in the first draw we all apply in the second draw, there is a possibility of more than one of us drawing a tag in second draw and now you are forcing us to claim both tags , if I am going to loose my points I will take the tag , and most likely won’t harvest two moose and you still won’t get more hunters in the bush if we claim both tags .Furthermore If we all don’t apply in second draw you are reducing our chance of drawing a tag .
I would propose that you do a hybrid and go back to group point system and if one in the group draws the tag the rest of the group are removed from the draw or don’t penalize us if we don’t claim it but move the date ahead to claim it , if we don’t claim it in time it goes back into the draw similar to what you are proposing just remove the penalty,what you are proposing only works for individual hunter ,not a group.
