This should be a local matter. Bike lanes are not a major contributor to congestion and are crucial for safety. Far too many people are killed or injured while biking in Toronto. Downtown in particular is more vibrant with bike lanes than without, and the large increase in bike couriers would present major challenges to all road users without separated infrastructure.
