Additional exemptions should also be considered for conversion of institutional uses to residential uses - e.g. former places of worship, schools, odd fellow halls, community halls, etc. This is of particular relevance in rural and agricultural communities where there are a lot of closures of smaller institutional uses either due to declining rural populations or consolidation of facilities. It shouldn't be too hard to identify circumstances where such changes could be exempted - e.g. churches without cemeteries or burials. Buildings that are small and were purpose-built for the institutional use and obviously never been any other use.
