Permission from the operator of the well should be aquired first before any action is to be taken or even if it is necessay, this does not allow anyone to touch what is not theirs. The suggestion would be to focus on wells that are not being used in a abandoned stated, which cannot product or supply a reliable means of gas without being repaired by removing and replacing the production pipe and cementing the void between the mud casing and production pipe to ensure proper operation. Some wells in the area do fit the following description and should be addressed accoridingly.
