Commentaire
The MNO is concerned about:
- the fast-tracking of projects with an SEZ without public notice or consultation;
- the lack of identification of the parameters that will determine SEZ designation;
- the potential for any economic gain to be short lived;
- the high likelihood of environmental degradation and negative cumulative environmental effects;
- the lasting negative ecological impacts of industrial development;
- the retention of robust environmental standards, enforceable mitigation requirements;
- the circumvention of federal authority over fisheries, species and federal constitutional responsibilities;
- project approval without consultation with affected Métis communities;
- the Minister's power to designate 'trusted proponents" which opens the door to favouritism;
- the elimination of public consultation rights under Part II of the EBR, removal of oversight under the Ontario Heritage Act and bypass of transparent procurement processes;
- Ontario fulfilling its Duty to Consult First Nations and Métis in Ontario;
- the weakening of environmental, heritage and other regulations and lack of debate / public scrutiny; and
- the increased barriers for Métis and others to seek legal remedies and solutions when rights have been impacted by Crown decisions.
