This amendment will deny concerned public interest, whether those concerns are expressed by NGOs or by Municiplaities , the right to be heard. There may be substantive issues that have become apparent subsequant to the issuing of the original permit. These might include the amount of water permitted to be taken, the unit price/ royalty the government recieves, or issues related to the appropriateness of the corporation seeking to aquire the licence.
Clearly, there is a specific motive behind this admendment. Persuing a policy of exceptionslism, breeds suspicion in the public mind and over time cynicism. These attitudes amongst the public are hardly in need of more encouagement!
I object to the proposed admendment.
