I would like to know what for profit means in this context if I may. Does the City own this land and who will be in charge of all the buildings, for profit and not? Will all the housing be rentals or for sale or both? It sounds to me if I'm reading it correctly, the lower income housing is the last to be built and only if there is finances. Maybe it should be the other way around seeing the lack of affordable housing in the city.
As for my recommendation on the MZO, I say go for it since nothing gets done otherwise and three years has already been wasted. WASTED. That is shameful in this time of a housing shortage.
