Ontario is blessed with abundant water resources, but they are not inexhaustible. Over the past couple of decades, a variety of studies has provided more information about our surface and groundwater resources at a time when water-taking has increased for a variety of purposes.
Allowing permit holders to transfer permits to another proposed holder without conducting an appropriate level of hydrological and/or hydrogeological assessments runs the risk of over-committing finite resources. I recommend that permits older than about five years nor be transferred without a study demonstrating that the level of water taking will not compromise the affected water resource. Old permits should not be grandfathered.
