While there are lots of words in this that claim protection to species will continue, it certainly is a reduction in the actual protection and makes it very easy to exempt activities.

Sadly, that is your goal. Short term economics/politics for a long-term decline in our standard of living.

We need to recognize that we will only survive if (almost) everything else survives. Our destruction of the environment makes it impossible for many species to survive. Already we see many challenges facing humans (temperatures, fires, air quality, lack of pollinators for farms, to name a few. At what point will our species (human) also succumb to environmental conditions? It is a guess but weakening the SAR accelerates the journey.
