Protection for at risk migratory birds and aquatic species should be retained under provincial species at risk legislation. Abdication of this responsibility solely to the federal government is not appropriate since the capacity of the federal government is not sufficient to enforce adequate protection for these species.

Recovery strategies for species at risk are essential and need to be established for all listed species and the provincial government needs to monitor and take action to support recovery of species at risk.
