The City of Toronto Cycling Infrastructure and Programs has reviewed the Climate Action Plan: Transportation Sector Discussion Paper: Cycling and provides the following recommendations

- provide stable funding stream to local municipalities that recognizes current cycling needs and demands
- review and acknowledge mandate of current municipal cycling network plans and associated programs when planning and implementing larger provincial projects. Ensure collaboration that addresses needs within local municipal network plans.
- incorporate cycling component in the planning and implementation of all provincial corridor projects, where feasible (including Metrolinx rail expansion and LRT projects)
- provide guidance and implementation checklist for safe crossings of provincial barriers (ex Hwy). Identify key strategic safe crossing projects for immediate implementation and as suggested coordinate on all major rehabilitation and re-construction projects with provincial jurisdiction (ex safe crossing of HWY on/off ramps)
- identify joint municipal/provincial infrastructure improvements based on current planned works (ex hwy bridge rehabilitation and upgrades to trail underpass).
- provide support for cycling connections to provincial transit as well as appropriate bike parking facility given local need. Develop guidelines/checklist and work with local municipality to ensure that appropriate bike parking is part of new station or retrofit station improvements.
- Invest in a connected cycling network that is varied and context specific. ( bike lanes, trails, cycle track, signed routes)
- fund and maintain a state of art provincial cycling route that highlights cycling tourism in Ontario.

Other additional notes on paper content:

- clearly articulate mandate of Cycle On upfront in paper.
- what is meant by grade separated cycling infrastructure - unclear on term?
