Request for a Minister's Zoning Order ("MZO") to restrict building heights to protect a biomanufacturing campus in the City of Toronto - 1875 Steeles Avenue West.

My name is Andrew Chester and I am the CEO of Juno Risk Solutions, a security risk advisor to Tenblock Management Inc. since 2022. I submitted an earlier comment on this issue on October 30th, 2025. In that comment I made mention to other comparable locations where highly sensitive locations are co-located with high-rise residential developments. Those facilities are able to mitigate any security risk posed by overwatch.

I am submitting the attached document as an addendum to my earlier submission to provide further analysis along with annotated images to facilitate your evaluation of the security concerns present in the 1875 Steeles Avenue case.
