Conservation authorities were formed through consent from participating municipalities. This has been a core principle of the conservation authority act. This is the same for changes in boundary and dissolution. They are main funders of ca’s through property taxes. They have significant funds in capital for the ca’s and now without their consent you are proposing to make drastic changes. If the province wants to control the service level and delivery of the ca’s through a provincially controlled board then they should be prepared to return all municipal contributed funds and fund the ca’s through provincial dollars.

This should stop immediately as it is a hare brained idea that has obviously not got to how it could be implemented to overcome numerous serious.
The objectives could much easily be achieved through common regulations rather than forced amalgamation.
It will fail to fix long standing issues caused by lack of provincial funding and resources
There is a very serious and concerning lack of on the ground understanding with this ministry proposal that will lead to grave circumstances and loss of local control over service delivery and resources.
Do better and work with municipalities and ca’s rather than constantly changing legislation without knowing what the effects will be.
Municipalities are tired of paying for your incompetence.
