Bill 5 might be framed as supporting economic growth, but replacing the Endangered Species Act with the new Species Conservation Act creates real risks. The SCA prioritizes speed and flexibility for development, while moving many activities into self-registration systems and exceptions. This shifts the burden from proactive protection to reactive mitigation.

Ontario needs strong, enforceable protections for ecosystems — not a framework that weakens oversight, makes it easier to impact habitat, and relies on after-the-fact planning. Conservation and economic development can coexist, but only if the laws truly put species at risk first. These proposed regulations feel like a step in the opposite direction.
