I am in strong disagreement of this proposal.
The vague proposals in ERO #025-0909 and 025-0908, regarding regulations under the Species Conservation Act (SCA), obfuscate the impacts of species at risk protection and recovery in Ontario.
This goes against the intent of the Environmental Bill of Rights (EBR). Compliance with the EBR requires full disclosure of all information the public might need to meaningfully engage, review and provide informed comments.
A robust, evidence-based approach to defining habitat under the SCA is essential to develop any guideline.
Large-scale activities such as aggregate and mineral mining, deforestation, road construction and deregulation of protected areas have significant impacts on species at risk and must be subject to a full environmental assessment before approval.
The proposed “registry” system for activities likely to harm at-risk species and their habitat as well as a timeline for monitoring and reporting it must be made public.
The proposal to remove the listing of 106 species from the Species At Risk Registry of Ontario doesn’t provide sufficient information for either the justification or consequences of this action.
The 64 species listed under the ESA as special concern should continue to be listed for transparency and monitoring, and the status of federal protections for the 42 aquatic and migratory bird species proposed to be delisted should be clarified.
