This is a terrible idea.

I work as a consulting engineer primarily with municipalities for linear infrastructure projects. We already have too many delays, miscommunications and confusion, particularly with the role the CA should be playing in relation to the CLI ECA.

Consolidating the CAs will not improve review times. We need to properly fund the CAs with funding reliant on meeting the minimum reply standards (60 days). These are not excessively bureaucratic systems that can be drastically improved by consolidation, but are systems already struggling with funding and poor response times, unable to conduct site visits because they do not have enough money available.

This change opens our environment up to increased stress and will increase our construction design times and costs.
