After reviewing the available material, it is not clear that there is a solid rationale for this change. This work is inherently local, and the proposal suggests that the ability to respond in a tailored local fashion will be reduced. Will this proposal reduce the number of offices, and therefore the capacity to properly monitor what is happening in some areas? The argument that developers and other landowners need consolidation doesn’t make sense, as very few are working outside more than one local area. This proposal appears to reduce local governance responsiveness, even though municipal taxpayers and officials are supposed to be primarily responsible for this work. Water management, both too much and not enough, is becoming a much more critical issue in many regions. If the government wants to improve something, it should focus on that and make it clear how its changes will make a difference.
