I have reviewed the given proposal. The proposal to unite 36 conservation authorities in Ontario into 7 regional authorities has a number of practical advantages. It can build technical strength, establish a steadier permitting process, and cut down on overlapping work in municipalities. It may also assist the frontline personnel to pay more attention to watershed management and natural hazards management.

It is significant to have a powerful transition plan. Services such as flood forecasting, source water protection, and permitting must not be halted. Knowledge of the watershed in the local area should be active to ensure the area has effective decision-making.

The plan must involve explicit procedures in dealing with the Indigenous communities. Their input and knowledge can make the watersheds healthy and assist in long-term planning. The new structure will perform well in terms of governance clarity. The processes of appointing municipalities, the number of board members, and the decision-making process must be made transparent to make the member municipalities know their roles and responsibilities. Retaining local access points by the residents, farmers, and builders will assist in preserving trust and aid quicker communication.
