Merging regional conservation authorities is both irresponsible and short sighted. The RCAs are intimately acquainted with regional challenges and deeply integrated into community emergency plans. There is no practical way to maintain the necessary level of regional understanding required to maintain safety of people, property, and environment under the proposed merger plan.
