I don't want to be rude, but…

I don't want to be rude, but this sounds like the government started with a conclusion and is now desperately working backwards trying to justify it. If there are conservation authorities that aren't able to get access to the newest technology or are struggling to meet service demands maybe the provincial government should be funding them instead of downloading all responsibility to municipalities that may not be able to shoulder the burden of funding it - while trying to wrest control away from the same municipalities that fund them in the first place. The continued abdication of responsibility by the provincial government is transparent and no amount of spilled crown royal will change that.
