This is another quick push by Ontario to create huge bureaucracies to favor the corporate friends of the premier (disguised corruption). Although all the perceived support the premier pays to have, the evidence on the last few years clearly shows how he is only interested in destroying what works, regardless of lost of money (like forced removal of speed cameras). Of course, It is always easy to destroy than to build, and mega projects help him to hide where the money is really going to.
This will NOT help in any way the environment or the independent municipalities to manage what is more beneficial to them.
