Key Factors - Local mayors / designates often sit on conservation Boards. They are not going to be pleased to have this form of local authority and control removed from them in favour of the center, and their municipal boards will back the to the hilt.

since local C.A.s at present loan "specialists" between them, I can see no benefit to regionalization.

Board size at Region will be unwieldy if too large(12 persons?). There needs to be be local municipal buy-in (ie:authority) , not just a body. Appointments to the boards must be seen as apolitical - not just a friend of Queens Park .A small c.a. like KCCA or Catfish creek will probably not have any clout at a regional board level, to the extreme annoyance of many local voters.

Budgeting The larger the region, the more likely you are to have local operatives blame ALL dollars problems on the senior level, and not take any responsibility for f.ups. Most centralizing processes seem to assume all constituents are the same - they are not.

All Regional C.A.s must have a person, not a "Position" that is the go-to for each municipality/community. It does not have to be a different person for each m.c. I know the person at KCCA to whom I should speak about a problem. Good Luck.
