The discussion questions shown all assume that the commenter agrees with the proposal to consolidate the 36 CAs into 7. I strongly disagree with the proposal. There is some merit in standardizing some programs and procedures across all CAs, but I see no justifiable reason for consolidating the existing CAs.
I live near the shore of Lake Couchiching in the City of Orillia. This part of Orillia is not in a CA; only the southern part of the City is within the LSRCA boundaries, however, the City is not a member of the LSRCA.
There is nothing in common in my area's water characteristics, geography, geology, topography with other parts of the proposed Huron-Superior Regional Conservation Authority.
This proposed CA would include an unworkable 76 municipalities. How could CA staff possibly sufficiently understand and communicate with such a large number of separate municipalities on issues important in their communities and their local watersheds? How could the staff possibly become familiar with all of the diverse watersheds and the surrounding land through which the streams and rivers pass? No matter where CA staff are located, they would be far removed from parts of the CA. Thunder Bay is over 13 hours away by car from Orillia.
CAs have been effective at watershed-based management. I see no worthy argument in your proposal to consolidate the existing CAs into unwieldy and unworkable organizations that cannot respond to local needs.
