Keep conversation authorities local but add an regional oversight committee to advise on concerns as a whole.

Every local has a different ecosystem and unique issues, therefore a regional approach will only complicate matters and no significant improvements will be made.

Another approach could be adding a Northern and Southern advisory committee to aid local CA's in assessment or funding.

You cannot paint it all with the same brush. Our CA's do a great job with what they have and in the end, funding will always be the biggest problem. A regional approach will not fix that.
