I find this proposal just a way to cut costs but not consider the real impact this will have at the local level. Centralization will lead to catastrophic problems at the local level that those in charge will not care about, because it does not affect them directly, as they do not live in the area. Why would people up stream care about flooding that happens down the River from them? This will lead to greater problem with less over cite.
