Considering the province literally only funds approximately 13% of the CA budget I do not believe they are in any position to consolidate the CA program .
The rationale for the move has been kicked around many times over the last 30 plus years. There has never been any evidence that the collective actions of CAs play any part in holding up forward thinking development in Ontario. This is a move to centralize environmental decision making and shut out local communities from deciding what is best for their local environment. This flies in the face of the substance of the CA Act and the practice of the CAs for the past 80 years,
The province has not provided any real detail as to how this move will actually work and what the benefits to the environment will be. Probably because the ministers don't know and likely really don't care. Any meaningful consultation is a joke without first sitting down with the organisations directly affected and not just the CAs and municipalities. Tax dollars and government energies can be better spent elsewhere .
