Existing Conservation authorities have been very effective at reducing flood risk - in Toronto. they have been very effective in rural watershed management helping farmers maintain water quality in Huron county. In Sault Ste Marie - the Hiawatha Highlands Conservation Area is the most successful and cost effective recreational venue in the city - XC skiing and mountain biking - a 15 minute drive for most people. The uniqueness of these authorities to respond to urban , rural and small city needs - with significant municipal funding - benefits from meeting local needs with local understanding with minimal expense and big positive impacts. They need too remain under local control.
