I oppose the proposed merger of conservation authorities. The Province has not provided evidence that a merger is necessary or that existing conservation authorities are failing. Issues such as inefficiencies or inconsistent service could be addressed without restructuring the entire system.

This change would weaken local decision-making. Municipalities like Hamilton and Puslinch fund a significant portion of conservation work and currently have a strong local voice, while provincial funding is minimal. Under a much larger merged authority, local communities would have less influence despite continuing to fund the work.

Mergers are costly and complex, yet no funding plan or cost–benefit analysis has been provided. Conservation authorities like HCA already deliver efficient, reliable service and meet provincial performance targets. Reorganization risks disrupting effective operations and long-standing local partnerships that are essential to conservation success.

Until governance, costs, impacts, and benefits are clearly explained, this proposal should not proceed.
