This proposed change to the Conservation Authoritys of Ontario does not make economic sense as well as it adds another layer of buricratic red tape to the operation and organization of Conservation Authorities. Conservation Authorities were formed on a watershed basis to deal with local environmental issues and to protect the citizens and the watersheds from flooding and unstable land.
As well, most Conservation Authorities are funded up to 95% by their municipal partners with very little financial support form the Provincial Government. These local municipalities have funded important Conservation programs such as flood plain mapping, acquisition of environmentally sensitive areassuch as provincially significant wetlands and programs to ensure the health and wellbeing of its residents.

To group several conservation Authorities together under another layer of governence, across a vast geographical area where each conservation Authority has watershed specific differences cannot be practical. An example of this is the grouping of CA's along the Lake Huron Lake Superior Shoreline where the geological landscape varies significantly fron one end to the other.

All this change will do is to add another buricratic nightmare to the governence of Conservation Authorities and will not achieve what the Provincial Government is trying to do to make building of homes faster and safer.
