With the world struggling against the growing impacts of climate change, this is absolutely not the time to consolidate conservation authorities into massive, sprawling regions that will be unable to accommodate individual, local needs. Far more money will ultimately be spent in ameliorating the negative impacts than the little bit that might be saved, and the potential for damage is immeasurably greater. Do not proceed with this.
