The Niagara Region should not be consolidated under this consolidated Conservation Act proposal because its geographic size and diversity make uniform governance impractical and ineffective. Niagara’s unique topography, including the Niagara Escarpment, extensive wetlands, vineyards, and the Great Lakes shorelines creates conservation needs that are fundamentally different from those of more urbanized or inland municipalities. Managing such a large and varied landscape requires localized decision-making that can respond quickly to site-specific environmental risks, such as erosion, flooding, and habitat protection. Consolidation risks diluting Niagara’s specialized expertise and redirecting resources away from priority areas unique to the region. Maintaining separate governance ensures conservation policies remain tailored, effective, and responsive to Niagara’s distinct environmental and community needs.
