I do not support the amalgamation of conservation authorities as outlined in the proposal. It has not been sufficiently explained how this will achieve greater consistency and transparency or how this will deliver faster services. No evidence based solutions are provided for these issues. Specifically, how will amalgamation address these concerns better than development of unified processes, timelines and consistent record keeping. There will continue to be differences in approach between the resulting regional authorities unless these institutional aspects are incorporated, and if that is ultimately the plan anyway, the "decades of local knowledge" that are being touted will be lost as personel will now be responsible for overseeing a larger jurisdictional area and will be less familiar with the detailed knowledge of each individual watershed. If the goal is effectively "managing natural hazards and watershed health" it would make more sense to keep the expertise that currently exists in the existing structure and instead implement unified processes to ensure consistency and timeliness.
