Bad idea! Regional authorities are far more in touch with local issues and the nuances of local environmental issues and conditions. Bigger does not equal better, nor is it necessarily more efficient.
Maintaining environmental checks and balances on an administration hell-bent on paving over vital wetlands and some of the best agriculture land in the world, encouraging urban sprall and maintaining automobile centric planning, is vital to the long-term health of Ontario.
