This proposed consolidation will heavily impact the ability for CAs to provide important services to local landowners. Many landowners trust their local CA to provide relevant information and advice on how best to manage their natural areas, because each CA is familiar with the ecosystems and environments found in their watersheds. Combining CA's over such large distances, will make it harder for CA's to do this, as they will be fast with varying ecosystems and forest cover types.
In addition, the proposed reason for consolidating CA's (to speed up permitting for development) is not valid. CA's can only comment and delay permits in floodplains and other riparian habitat (~1% of all development). They do not have any power to delay development in other areas. There is clearly an ulterior motive for this consolidation, and one can not help but think the motivation is sinister. The conservative government is not being transparent with their actual motivation to amalgamate the CA's. This amalgamation is going to cost millions of dollars, money that could be much better spent on conserving and restoring natural areas for future generations.
