The idea of reducing…

The idea of reducing municipal influence upon the Conservation Authorities (CAs) seems short sighted. Afterall, the CAs flow their levies out to land owners through municipal taxes.
If the provincial government wants more control over the CAs, possible directives from the Ministry are handed down and the CAs must adhere to those directives. Such a system would need checks and balances to prevent the province from directing actions such as eliminating any flood controls.

I am particularly concerned about the smaller CAs being downgraded to afterthoughts. How will the Catfish Creek CA and others survive financial shortfalls of a larger regional CA? I would expect that the CCCA's small operations would be ignored to service issues such as London's Thames River's flood controls.

The proposals do not provide me with any level of confidence that the larger CAs will provide the financial benefits sought after.

Sometimes Plan Z is best. Do nothing. Let the current CAs work out their issues with their municipalities.
