While I can understand the thought process behind this proposal, the thing that Conservation Authorities are best at is specialized, local knowledge about their own watersheds, local invasive species, historical flood damage, etc. The cost and complexity to consolidate them will be high and it will put property and people at risk. Please focus on things that are a better use of your time and resources and can help Ontarians in need. Thank you!
