What an absolutely horrible idea. I am mortified this is even something that has been brought up and is a possibility.
Bad things happen when fewer people are in charge of larger things. You will never understand each individual municipality and each special case. Things will be overlooked and things will go wrong this should not happen I beg you not to go through with it.
