I would like to state that Conservation Authorities are incredibly efficient at what they do and any consolidation risks undermining this effectiveness and, in my opinion, creating a system that is more costly to the tax payer while delivering less.
Additionally, there is no way that local municipal governments should be paying towards a provincial entity (regional conservation agency) with the province providing nothing toward it. In any scenario of consolidation and creation of a provincial agency to oversee the authorities, the provincial government NEEDS to step up and provide sufficient funding. The province stepped away from funding the CAs decades ago and if they want to have more oversight, they need to come back to the table with money so that CAs can function properly.
Lastly, larger CAs like CVC, TRCA, Halton Conservation, and Simcoe, are already incredibly efficient and do not need to be consolidated. Consolidation risks losing their incredible effectiveness and instead spreading local municipal resources/tax dollars over a vast territory that is not in any way connected.
