Four key concerns with this proposed consolidation of C.A.'s in Ontario are,
A dilution of the Lake Simcoe Protection Plan is a concern of this proposal. A very large regional authority responsible for multiple Great Lakes watersheds will potentially be far less able to maintain the place-based focus the LSPP requires, unless true management improvement and efficiencies can be achieved. The proposal documentation does not clearly reflect this outcome.
A significant concern of potential loss of local expertise: Lake Simcoe’s unique and worsening pressures—phosphorus pollution, rising chloride from road salt, climate-driven flooding risks and natural-heritage cover—require scientists who know this watershed intimately. An only Lake Simcoe watershed area entity in this reorganization of C.A.'s is recommended.
Potential weakening of local governance and accountability: LSRCA’s municipal representation keeps decisions tied to local needs. Under consolidation, local voices would be reduced, and accountability diminished. The expressed need and plan of getting more direct staff resources out in the community and field is important.
Concern is that higher costs and complexity is a potential issue: Large-scale amalgamations often increase costs due to the integration of systems, staff teams and geographically dispersed operations—despite claims of “efficiency.”
Consideration to exclude LSRCA from the consolidation framework, protect and expand local scientific capacity, and publicly commit that the LSPP’s monitoring, reporting and adaptive management will not be weakened. More funding resources from the present Federal government must be a priority for restoration work on the landscape by enacting a new project program, like the past Lake Simcoe Clean-Up Fund must be implemented, that was cancelled the last decade by the past federal liberal government.
