Therefore Council directs…

Therefore Council directs staff to respond to the Province by way of the Environmental Registry that the proposed regulation:

•Adds a significant staffing and financial burden to Midland and other small municipalities for the preparation of asset management plans that include future service level analysis, greenhouse gas mitigation efforts and energy consumption;

•Adds significant ongoing resource demands and costs for annual reporting requirements and five year updates;

•Requiring the development of a financial strategy, including funding requirements, is challenging without support and confirmation from the Province of ongoing grants covering the same timeframe as the asset management plan; and

•That the province must establish ongoing financial assistance to small municipalities to assist with the preparation of the enhanced asset management plans and reports and resulting infrastructure upgrades
